China’s 21st Century Maritime Silk Road: Analysis of The Port-Park-City Model at Peru’s Chancay Port and Pakistan’s Gwadar Port

Abstract


The Port-Park-City model is a Chinese infrastructure investment strategy designed to accelerate Beijing’s geoeconomic competitive advantage over rivals in shipping and logistics along the 21st Century Maritime Silk Road. The model reifies China’s long-term dream to rejuvenate the ancient Silk Road and situate China as a global economic, financial, and digital powerhouse by 2049. This paper illustrates (a) how the Port-Park-City model works, (b) its rationale in two representative cases: Peru’s Chancay Port and Pakistan’s Gwadar Port, and (c) why the model is an attractive package for investors, port enterprises, trans-continental businesses, and politicians alike.
